Identifying causes for concern

The government want to introduce ID cards in the UK. A large percentage of the population, including yours truly, do not want ID cards. The cause for concern is that an even larger number, of decent law abiding citizens, don't "not want" ID cards. The govenrment are going to introduce this because the vast majority of people don't feel strongly enough against it… yet!
